Only publish an upgrade effect when a source names it. Sticky Tools is currently the clearest official example: it allows a panel to remain in place when it touches the floor or another stuck object; costs and a final ranked list remain unverified.

What is safe to use

Sticky Tools is documented in the official FAQ, with an old demo update noting it moved earlier after panels. That is enough to explain its purpose, but not enough to publish a final release order or price.

Why there is no tier list

A best-upgrade ranking would need a build, criteria, and release evidence. Rather than create false certainty, the database marks uncertain priority as UNRANKED.
